Attendance: Board Members: Karl Wilson, Pat Andregg, Anna Andregg, Norm Gubler, Virgil Bice, Dan Howard, Kyle Gubler, Derek Imlay
Absent: Doug Gubler
Call to Order: Virgil Bice at 6:01. Dan Howard opened the meeting.
Approval of Minutes: Motion by Norm Gubler to approve the July13, 2009 minutes, second Karl Wilson. Motion carried unanimously.
Reports:
Financials: Karl Wilson reported on the financials, with a written report on the operational budget for the irrigation year to date as of July 2009, see attached sheet.
Water usage: Wilson gave the board a report on acre feet used to date AVG AF PER MO 303.80 AF used 1,519.00. Over/under -1,131.22. Percentage over/under -42.68%. The report on the culinary water included master meter readings and Pelorus usage totals, with a 4.69% slippage. The secondary water shut off time was mentioned as being the first part of November unless we run out of allotted acre footage. Consensus was there would be no need to buy additional water this year.
Delivery Contracts for purchase: Kyle Gubler gave a report on secondary water delinquent bills. Three of the accounts are on-hold status, the owners have not been located. Two residents wish to sell their shares. Two residents are on hold, not selling, unpaid. The board wants to add a provision in the contract stating 180-day extension for residents to pay, if not paid by that time the city will begin condemnation procedures before a third party broker or the city acquires the shares.
Cemetery/irrigation project: A 12” pipe was flushed for 2 hours last week and it was half full of a black sludge. A 12” line was installed with valves in the Silver Springs area where the water is settling in a low area. The city would like to put in another drain by Jay Frazier’s property on 300 S. so both ends of the city can be flushed. Doug Gubler put in an 8” line and swing valve and the sprinkling system, a dual system, secondary water and culinary water. The cost was split between the irrigation and cemetery funds, each paying half.
Unfinished Business:
Filter System Redesign and Finance Discussion and Possible Action: Derek Imlay, Kyle Gubler, Karl Wilson and Sunrise Engineers met to discuss new design for the filters. Putting out the bid, expected to be $160,000-170,000 for parts. The city will replace old plumbing. There are grants, a CDBG and a CIB if we can acquire one or more to help pay. WCWCD will continue to dredge the river from now on. It has cost the WCWCD too much money to replace worn out parts because of the sediment and debris in the river at the diversion site. There are multiple grants available for low-income areas. Derek Imlay stated that he has been cleaning the filters once a week now, compared to four times a day earlier this year. The reduction in cleaning is a result of the dredging by the WCWCD. Motion by Dan Howard to take the time to find a grant to pay for the improvements needed, second by Pat Andregg. Motion carried unanimously.
The September meeting was cancelled.
