LAVERKIN CITY WATER BOARD MINUTES
PUBLIC MEETING
Monday, March 14, 2011, City Council Chambers, 435 North Main Street

Regular Meeting 6:00 p.m.
 
Attendance:   Board Members:   Pat Andregg, Kyle Gubler, Karl Wilson, Norm Gubler, Anna Andregg, Derek Imlay.
 
Absent:   Doug Gubler. 
         
  • I. Call to Order: Virgil Bice at 6:10 p.m. Meeting opened by Virgil Bice.
 
  • II. Approval of Minutes: Motion by Norm Gubler, 2nd by Pat Andregg, Motion carried.
 
  • III. Reports:
A. Financials:  Karl Wilson handed the board the operational report, refer to chart, there were no questions concerning the report.
   
 B. Culinary Water Management:  Karl Wilson met with Hurricane board, in attendance were Scott Stratton, Mayor Hirschi, Pam Humphreys, and the 5th person Cory Castle also Doug Wilson, the board agreed to the 6th person.  As a result of that meeting it was agreed that the city would only be charged a portion of the power and chlorine.  There is still a question of how to do the maintenance.  The WCWCD is going to take over any transmission lines that feed more than one city, everything from Toquerville Springs to LaVerkin's meter WCWCD is going to take over, they will be responsible for the maintenance, up sizing, and all capital projects.  They are going to up size from 18" to 24" once the city signs the agreement, HDPE above ground coming thru Toquerville and put it below ground that will be 24".  They are going to pat a meter for Hurricane in by the LaVerkin meter in Riverwood from that meter on will be Hurricane's responsibility because it is one line feeding one city.  Ron Thompson would rather meter at the point that diverts off of his line and that's where the city is metering from Cottom Well and theirs is right off that line.  Hurricane is buying into this because WCWCD is paying for the meter and putting it in at Riverwood.  A lot of the slippage is at the Hurricane meter up on top with that meter there anything lost is Hurricane's responsibility.  We still have the common line from Toquerville Springs to LaVerkin WCWCD will maintain that.  Eventually it will all be HDPE under ground.  Hurricane came to the city about the 2 projects which would be about $2 million dollars and they wanted the city to pay half according to the old contract.  Everyone has agreed that the city needs to re-negotiate the contract with Hurricane, the only common facility we have now if the WCWCD is taking over the main transmission line is the Ash Creek facility.  The city is coming to an agreement on how to operate and pay for it.  Instead of paying 33% in Jan. the city paid 8% and in Feb. 10%, the city has been subsidizing Hurricane water for years because no one had read the contract.  Karl Wilson found and read the contract.  There are still things to work out.  When the WCWCD puts in that line any water rights we have now or will obtain will go thru that at no charge.  Eventually Hurricane and LaVerkin will have to buy water the WCWCD will sell the city more water thru that line.  LaVerkin won't have to buy water for 10/20 years even if it is built out.  The WCWCD is looking ahead 10/20 years.  There is an old 8" complex meter down on Brinkhurst Lane the district has agreed to just take the 7 homes hooked up and just bill them the amount used and the meter will be replaced sometime in the future.   
     
C. Water Usage:
            1. Culinary Water:  Karl Wilson handed out Jan and Feb report refer to attached report.
            2. Secondary Water:   Refer to report chart given.  The board and staff will monitor for leakage or abuse and notify the owners the city may also have to educate the owners.
  
D.   Status of Secondary Water:  Water 100% in.
 
•E.       Irrigation Filter Project: Derek Imlay states all 3 filters on line.  Cleaning cycle is 36 hours now, as it cleans more can be adjusted, it takes 1 min. 30 sec. to clean the 3 filters.  Vandals are doing some damage on the control panels, instead of chain link the city is going to install block building around the control panels and a block wall 6' high with panels above the block on 3 sides since there is a lot of accessibility that needs to be protected.  The financial had $28,000 budgeted for the project Bruce Electric's bill came in late Fri. and it was for $14,000.There may be enough left for the building, block, labor, there is $4,000 left, and the balance of the work would be approximately $4,400 that may be enough to do both buildings in the project without pulling from projects or going to the council for more money, it really needs to be done now.
