LAVERKIN CITY WATER BOARD MINUTES

Wednesday, November 23, 2011, 6:00 p.m.

Present: Mayor Karl Wilson, Doug Gubler, Derek Imlay, Kyle Gubler, Dan Howard, Norman Gubler

I.                    Call to Order by Karl Wilson at 6:10 pm.  Invocation by Derek Imlay.

II.                 Approval of Minutes: August 24, 2011 minutes

Motion was made by Derek Imlay to approve the August 24, 2011 minutes, second by Norman Gubler.  Motion carried unanimously.

Virgil Bice, Pat Andregg and Anna Andregg are absent.

III.               Reports:

A. Financials - Karl Wilson

Mayor Wilson reviewed financials with the Board.

B. Culinary Water Management Update - Karl Wilson

Everything is done on SCADA except for the totalizer on the Cottam Well Meter.  Mark Layton has been authorized to order it.  The SCADA system has saved a lot of time.  The cross over is finished and now 100% on HDPC from Toquerville to Ash Creek.

The Agreement with Hurricane on the management of the Ash Creek facility has been passed by the Hurricane and La Verkin City Councils.  The agreement does away with the board.

C. Irrigation Management Update - Karl Wilson

Irrigation has been turned off on November 22nd.  It's time to winterize and clean the lines.

Butterfly valves cannot PIG. Mayor Wilson discussed the process of cleaning the lines.  They will experiment and report back at the next meeting.

WCWCD will cross connect with the filter station and should equalize the system.

Doug Gubler has all the lines cleaned and winterized and he will wait to clean the filters in the spring.

D. Water usage - Karl Wilson

1. Culinary Water - used 18,740,000 gallons. Slippage was 21.98%. Master meter was 10.05% slippage.  They think the slippage was with Hurricane's meter which they stated they would replace.  Mayor Wilson explained how the district and cities will be charged.

2. Secondary Water - Mayor Wilson stated there was 1037 acre feet not used.  The new meter shows usage properly now.

IV.              Business:

A. Discussion of irrigation user fees - Derek Imlay

Derek passed around copies of the old La Verkin City ordinances for the irrigation user fees.  He looked through the old records to find out the user fees.  Ordinance 93-06 shows fees for connections, see item D and the fee schedule.  The next agreement is from May 1998, Derek read Section I for the minutes.  Derek also read the current fee schedule adopted.  It is charged per acreage.  The City has been charging everyone a flat $10 rate and a flat connection fee.  Mayor Wilson recommended rewriting this as a new ordinance with changes made by resolution.  Derek explained that the fee schedule now follows the resolution on record.  Mayor Wilson asked the board if they would like to follow the current fee schedule.  Kyle Gubler would like to educate those who rent the secondary water. Dan Howard recommended implementing the current fee schedule.

Mayor Wilson suggested dealing with those who own shares but not enough for their property (own and rent).

Have Kevin Bennett look into redoing the ordinance in the new year (2012).  In the meantime, start implementing the current fee schedule.

There was a discussion on how to make the water share owners/renters pay the fees.

VII.            Motion was made by Dan Howard to adjourn the meeting, second by Kyle Gubler.  Motion carried unanimously at 7:05 pm.
