Meeting Called to Order at 4:00 p.m. by Chair Karl Wilson.
Approve Minutes: Motion by Annette Kleinman to approve minutes of the April 15, 2009 meeting, second by Bob Sandberg. Motion carried unanimously.
Discussion and possible action for funding of the secondary water lines and coordination of those water lines with the installation of sewer lines, and discussion of looping the secondary water system:
Since the last meeting Ash Creek Sewer District has acquired 39 acres of property north of Confluence Park below the River Wood subdivision, adjacent to the four acres they previously purchased for the sewer treatment facility. They will not develop the land, but will have it in irrigation. At first it is expected that the water released from the treatment facility will be land applied as Type 2 water. As the filter system is constructed, the water may be classified as Type 1 at the filter and may be used to put back into the secondary water system through a looped system. The water will be beneficial to the Park and the cities involved. It is hoped that the secondary infrastructure can be installed at the same time the sewer lines are run – in the same trench. That way there will be only one disturbance to the land. Water credit goes to the original water right holder. There will be an interlocal agreement to manage the water.
The development will give clean water to all the canal companies and will naturally enhance Confluence Park.
Discussion about the WCWCD project to bring Ash Creek water to a Reservoir by Anderson Junction. That project is 3-5 years out and would increase clean water.
Ash Creek could go to Type 2 and just land-apply, but if there’s cooperative effort to bring in Type 1 quality, all entities could save money. It is win/win.
Annette wondered about the cost. Darwin expressed that the District would be trenching anyway, the cost of the pipe and the shelving may be the only costs borne by the cities. There was interest in an engineer cost estimate to give the board some direction.
Darwin discussed that the time frame for completion is about 18 months, with construction starting within 6-8 months. They will be building a smaller plant with the ability to expand.
There was mention about a previous expectation that the cities could fund $1.00 per capita for one year. Could possibly re-enact. County has $8,000 budget for 2009 for Confluence Park. Budget amount depends on HCAC and County Commission. The fund will zero out at the end of the year. Discussion that the installation would be a worthy place to spend money.
Darwin described the sewer plant design. It is a natural system with air added at the bottom with filter at the end. A second filter determines the rating 1 or 2.
Dennis stated that the Virgin River groups would probably like to look at the plans for the use of the easement and possibly improve on it. There was expression that the other stake holders should have a chance to review. Interested in looping into Confluence. Want to make sure that there is little disturbance with the construction through the Park.
Karl stated that there is interest through the interlocal agreement that use of the Ash Creek Water doesn’t require the cities to give up their Virgin River water rights. Use of the Ash Creek water from Anderson Junction gives more water management tools.
Discussion about Amiad pumps that LaVerkin is considering to filter the Virgin River secondary water. Clark mentioned that Hurricane had some trouble with Amiad until they installed the settling ponds. A settling pond in LaVerkin would be costly.
Motion by Annette Kleinman to pursue the cost of joint installation through engineering with Ash Creek, second by Clark Fawcett. Motion carried unanimously.
Trails grant report: Kyle Gubler reported that the trails grant has been submitted through the Five-County Association of Governments. Caveat for Karl’s signature over the different stake holders. Jeff Knudson from Salt Lake called to say that the application had been received. Notice should come in a couple of weeks whether it made the first cut. If it passes, there is a 33% chance that the grant will be awarded. Comparisons were made to a bridge in St. George. This new bridge would connect to LaVerkin walking trails and to the 3-Rivers trails. Should be available to foot, equestrian, bike traffic.
Wondered about flood level. Area should be out of the hundred year flood area.
Lori Rose is still the contact, but she is out of town. She is in charge of the 3-Rivers system. Annette wondered what needs to be done and how the board can help to absorb costs. Lori has a brochure and should be back in town next week.
The board is interested in keeping cost low. Discussion Toquerville water – use of culinary water that can be lowered by the Ash Creek Project, CIB application process – irrigation connotes agricultural use, secondary water connotes yard and garden use and is better verbiage to imply support of culinary water systems. Cities want to maintain their preferred water rights.
