Meeting Called to Order: Karl Wilson called the meeting to order at 4:05 pm

Approve Minutes: Motion made by Annette Kleinman to approve minutes of the January 19, 2011 Meeting, second by Bob Sandberg. Motion carried unanimously.

Business:

A. LaVerkin Trailhead - Bob Sandberg
The County is in the same position as last month; the County's priorities are with the flood damage repairs. The trailhead is pushed back on their priority list.
Kathleen brought the kiosk design to show the Committee for approval. The design is similar in design to the ones at Zion National Park bus stops. There was discussion concerning why the kiosks were flat (2 sided) instead of square (4 sided). These kiosks are to be a focal point with a bench included in the design and still have the four panels that were previously agreed upon.
Katie left the meeting to get the pictures shown at the November 2010 meeting.
Annette and Kathleen discussed the differences between the 2 sides and 4 sided kiosks.
According to Bill the kiosk meets the architectural restrictions and will have a rusty metal roof. The whole thing will be very rustic/rusty. After 2 or 3 seasons the metal will rust and create a protective layer. The bench will have 6 slates. Annette will approve the flat panel if everyone else agrees with it and she stated that it looks good.
Karl would like to save the wood chips for the parking lot. Bob mentioned that Dale Gubler would like the wood chip piles to ferment to see if they will sprout seedlings. St. George City had issues with them sprouting after being laid out. If these chips sprout then they can be treated.
A motion does not need to be given since it is an expenditure on the grant so they can move forward without a motion.
County crews will level and make the property usable to place the kiosk. The designing of the panels will take several months and they will need to be done when the kiosk is built. These are two separate bids (kiosk & panels) and two separate contracts.

B. Restoration Grant - Bob Sandberg
Ron Wilson's people did some work and the contracted crew has finished. The north end is cleared of tamarisk and Russian olive. Corey Martin with the state is still going to cover his time. Bob signed a contract today with the sheriff inmates who will support Corey and finish down to the dairy. Bob is nervous on how much more money to spend on the inmates because they still need money for the planting, etc.
The question was raised whether a community project could be made to help with the planting. Bob was thinking that a community service would work so there would be more community involvement and exposure. Karl asked if a team leader and tools would be provided for a community project. Steve answered by saying the DWR would cut the trees and then would borrow an auger to dig the holes. He would use the community volunteers to plant and backfill the trees near the river bank. He is trying to get seed for quail bush and other native brush to plant.
Bob mentioned that Kathleen may have a $1500 grant possibility for nursery stock from an Orem company that has cottonwood, willow, etc. in containers. Karl suggested that as the restoration approaches the next phase to the south they should think about seedlings to tend and to take care of new starts by snipping them. Steve is worried about beetles being bad this year.
Steve would like to start a workshop for stream bank restoration and do the work to shore some of the bank up leading towards the pond. Kathleen questioned with all these plantings if the river will be able to be seen in a couple of years to which Steve responded that with maintenance it should be fine.
The work has snowballed now that multiple agencies are involved. Twice as much restoration has been done than expected.
Kathleen stated that Trail Kreitzer had mentioned a possibility of getting more grant money for the restoration project. She asked if Karl could get her some before & after pictures to send with the grant request. She also needs a head count and hours of volunteers work.

C. (and E. combined) Trails - Lucy Ormond and Trail Committee; Samantha Hinton's work from Hurricane side
Lucy reported that after two work days, five Hurricane trail committee members were trained to be supervisors. On February 12, with the help of 15 volunteers they completed part of the Hurricane side trail. A professional trail builder, DJ Morset, has volunteered to supervise the trail building and showed them how to fix the drainage. The Hurricane side trail is now cleaned up and dotted with cairns for hikers to know where to walk. They are setting up a couple more trail work days to finish the Hurricane side trail so it will be finished in the next two months. Lucy asked the Committee Board for permission to announce to the public when this trail is done to which she was given that permission.
Kathleen is looking at grant money for building the bridge to connect the LaVerkin and Hurricane sides of the river. Karl commented that where the bridge is to go the ground is still stable even after the flood, but he needs to get the Army Corp of Engineers down to look at it. Steve's dream is to put a bridge where Hurricane's water main is and suspend the bridge and the pipe across the river together. Karl agreed getting the pipe up out of the water would protect Hurricane's water line but Kathleen stated that this would be a real bridge with different rules. Karl would like the bridge to only accommodate bicycles, horse, and pedestrians; not vehicular traffic. Steve spoke with Arthur LeBaron (Hurricane City engineer) who thought it would be fine but worried about the potential cost. With the weight of the pipe the bridge would cost upwards of $2 million. Annette would like to get these ideas/designs on paper to get it approved as a possibility.
Dennis asked for an update on Hurricane's restoration and protecting of their water line. Steve explained what they have done so far.
Annette questioned Steve about the protocol in dealing with the Army Corp of Engineers. Steve explained what the Corp's job is.
Kathleen brought up that there are companies that build pedestrian bridges. The Committee would just pick a design and give them the length and the company builds it and brings it to the site for reassembly. Lucy and Karl discussed Arthur LeBaron's expertise and Lucy will take it up with Hurricane City. Karl is willing to discuss either bridge idea. Kathleen mentioned that grants are stronger with more partnerships. Annette asked Steve to check with the Army Corp of Engineers to move forward and open up discussions with them and Lucy will talk to Arthur LeBaron to help with the engineering. Karl would like to connect the trails with a bridge.
Lucy moved the discussion to the Hurricane side trailhead at Main Street. Karl would like to put a park in the narrow strip of the park at the same location and he is in agreement that a trailhead at Main Street is a good idea. Lucy will still have to go through DWR to get their blessing. Lucy will keep working with Trail Kreitzer on the trailhead idea and may need to do an environmental assessment.
Annette requested that Katie put the Hurricane Main Street Trailhead on the agenda for March 16th.
Bob asked Lucy for dates of her work dates as he would like to be invited to attend and participate. He mentioned that he could allow their vehicles down instead of everyone parking at the top and carrying things down to the trail. Lucy mentioned that she may need to drive down and haul the tires at the "dump" out from the trail.

D. Protection of Hurricane City's water main - Bob Sandberg
Discussion was included in the previous item of business. Bob stated that once the plans are together Arthur LeBaron will bring them back to this Committee to keep them informed. Karl stated that Hurricane's priority is to protect their infrastructure now and not with building a bridge.
Annette asked for the projected length for the small (south) bridge. Karl estimated 150 feet but Steve believes it is closer to 80 feet. There was discussion on costs for this size bridge.

Karl let the Committee know that LaVerkin City has purchased a piece of property by Chester Hardy at 300 S State Street. He showed them on a map where the lot is located and its size. He stated that the purpose of the purchase is to put an overlook park there and told them of the improvements to be made.
Kathleen asked if Gordon Woods' would be willing to give a parking easement for the trailhead near the Hurricane/LaVerkin Bridge. She believes an agreement would benefit everyone.
Bob is still working on getting a herd in the Park to graze. He spoke with a sheep-man and he seemed interested but has not received a call back as of yet.
Steve questioned Karl about Ash Creek's sewer line. Karl responded that Ash Creek's position is that they don't need to build the filter in the near future. It is still up in the air until growth comes. Karl is still talking to Darwin Hall.
There was discussion of a restroom being in place at the main trailhead and how it could hook into current sewer lines.
