LAVERKIN CITY WATER BOARD MINUTES

Attendance: Board Members: Karl Wilson, Doug Gubler, Derek Imlay, Virgil Bice, Kyle Gubler, Dan Howard; Staff: June Jeffery
Absent: Norman Gubler, Pat and Anna Andregg excused
Call to Order: Called to order by Virgil Bice at 6:05 p.m. Dan Howard opened the meeting.
Approval of Minutes: Motion by Karl Wilson to approve the October 19, 2009 minutes, second by Derek Imlay. Motion carried unanimously.
Reports:
Financials, Water usage: Karl Wilson handed out the financial reports. Culinary master meter has not been read yet. That will be in next month's report - will include two months. Irrigation use looks good. The city has done a lot of flushing this year. The WCWCD is aware of the use this year.
Delivery Contracts for purchase and Delinquent Contracts: Kyle Gubler reported that there are 12.5 shares available for sale. Jason Miller and Dylan Edwards cannot be reached and are delinquent. There are 15 other delinquent contracts. Tracy Stevens and Victor Iverson are making payments. The city has collected four delinquent contracts this month. Total outstanding is $1809.05. Kyle is drafting a letter he will bring to this body for approval before sending out. He calls at least one contract owner every day. The phone number listed for Jack and Fawn Eves is old. It probably should be in the name of the descendants. He will contact Jack or Derral.
Irrigation Year-end Water Turn-off Report: The city finished flushing and water was turned off on the 13th. Doug Gubler said that the water is still in at the west side church site. He needs to have some flow in order to clean filters and get them ready for next year.
Replacement for term-end Report: Terms end December 31st for Pat Andregg and Norman Gubler. Karl would like recommendations from the board for a replacement for Norman, who has stated that he would like to step down.
Unfinished Business:
Culinary Water Project Funding Report/Recommendation: Kyle attended the meeting with the Department of Drinking Water board on November 12. The city was approved for a $720,000 low interest loan (2.90%) for improvements on State Street from 300 S. to 500 N. There are a few other areas designated with those monies, but the replacement of the old cast iron line in State Street is the main project. Other projects are needed to bring the system into compliance with current code.
There was discussion about the history of the line. It was installed before the 1970's by Hurricane. When they abandoned it for a new line in Confluence Park, LaVerkin took it over. The line has had numerous breaks. It is believed that the 25% slippage of culinary water may be accounted for on this line. The recent repair at Stowell's Subdivision cost $3500 for parts. UDOT is still concerned with code compliance.
Kyle reported that Ron Thompson was on the board and was good for LaVerkin. There is strong belief that the city needs to do this repair now. It is expected that bids on construction will be lower now than in the future. The city had expected a loan/grant mix. If there had been a mix, the percentage would have been higher. Cost to the city would be the same. The Drinking Water board believed that the city could meet this cost without raising water rates.
Handouts showed the breakdown for the loan and payback. Karl Wilson discussed projected costs if done at a later date. The cost of money, inflation, cost of project, and the continued loss of water and further deterioration of the system make it important to do the repair now. Wilson will put together some figures for payment of the loan and will have Doug Beecher review them.
The Drinking Water Board has to allocate this money by January or it is lost. Wilson will take it to the December 2nd City Council meeting for approval with the recommendation of this board.
Motion by Dan Howard to recommend approval of the project, second by Kyle Gubler. Motion carried unanimously.
Virgil is in hopes that everything will work out. There are other things that could go wrong in the next 10-15 years. Derek believes this is the highest priority. Karl said that there are other projects to be done, but they can be done with impact fees. If there is no growth, those projects can wait. Interstate Rock was mentioned.
Discussion about curb, and the age of sidewalk on State Street. Could possibly install new water line under sidewalk and abandon the old line. Will still need to dig up joints. Cost of paving will be big expense. Is part of loan. Material for new line will be PVC. Wilson would like to look at cost of HDPE in comparison to PVC. It will have to bid higher. Derek will look at it. Doug Gubler wondered about new hydrants.
