PUBLIC MEETING
Monday, May 16, 2011, City Council Chambers, 435 North Main Street
LaVerkin, Utah 84745
Regular Meeting 6:00 p.m.
Attendance: Board Members: Pat Andregg, Kyle Gubler, Karl Wilson, Norm Gubler, Anna Andregg, Derek Imlay, Dan Howard, Virgil Bice.
Absent: Doug Gubler.
I. Call to Order: Virgil Bice at 6:07 p.m. Meeting opened by Norm Gubler.
II. Approval of Minutes: Karl Wilson notes that the minutes need a correction, motion by Karl Wilson to approve minutes as corrected, 2nd by Kyle Gubler, Motion carried.
III. Reports:
A. Financials: Karl Wilson handed out financials these are the regular budget report, refer to chart. There were no questions from the board.
B. Culinary Water Management: Karl Wilson states the city turned up the pressure slightly at Zion View KRV valve to draw more water from the Cottam Well, if the city goes over Ron Thompson says the city can go over a few hundred thousand at no charge as long as it is within the annual allocation. SCADA system is still being worked on. SCADA is working pretty well, the city is adding visuals of the tanks. There has been only one complaint on pressure.
C. IRRIGATION Management update: The city had an issue at the filter station, so they were shut down, the dirty water is using the pressure of the system to run a solenoid to open the valves when it cleans, and those were sticking open, it doesn't hurt them it just runs water thru them continuously. Derek spoke with Penrod and they are going to send over some solenoids and a finer filtration system and maybe work on redesigning that system. Hurricane came over, they had the same problem when they put their system in so now they run theirs with fresh water system. There was just been a couple of complaints. Pressure is down slightly on WCWCD side Ron Thompson doesn't guarantee pressure. At the beginning of the year it was 110#'s now it's at 100#'s when the water clears up it should come back to 110#.
D. Water usage: 1. Culinary Water: Slippage is still climbing staff thinks a lot is lost thru the water meters. Derek is working with the company to replace a lot of the water meters. Billing: The city is paying 10/11% of the bill instead of 33% as in the past. Refer to charts. There was a leak in Shady Acres it is unknown how much was lost. The city flooded the tank over once all of that is accounted for. 4,425,000. per month is allocated to the city. 2. Refer to chart.
IV. Business:
A. Irrigation Project Building: A final was just sent in for the filter project, now the city is doing a secondary improvement project for a building to be built around the filter system, it was brought up to the board who was supportive of it, they will be doing a capitol project by resolution of city council this Wed (May 17), project to start Thursday May 18, 2011. Cost will be under $12,000.
B. Action to change meeting time: Kyle Gubler suggests a possibility of holding the meetings quarterly instead of monthly, on the 4th Wednesday of the month designated at 6:00 pm, with the understanding that if necessary a meeting could be called earlier. The months chosen were February, May, August, and November. A motion was made by Pat Andregg and 2nd by Dan Howard. Motion Carried. The next meeting will be August 24th, then November 23rd, February 22, 2012, May 23, 2012.
